Greening the European Semester: Outlining the Scope of Environmental Reforms in the EU - Ekaterina Domorenok, University of Padova

The presented research examines the emergence and consolidation of the green pillar within the European Semester. Through a nuanced, long-term analysis of the content and thematic orientation of the CSRs on environmental issues delivered under the Semester between 2011 and 2025, the study tests several research propositions. It argues that the increasing politicisation—largely driven by the logic of cultivated spillover and fostered by the European Commission—has contributed to the progressive embedding of environmental and climate goals within the Semester.
